It’s more common to have the hands turned inward like Simone does but both have excellent blocks because they have their arms as narrow and close to their ears as possible and their elbows straight. Maroney’s is probably slightly more effective because turning her hands out allows her arms to get a bit more narrow due to the elbow position but it also puts more stress on the elbow joint, so Simone’s block is a bit safer IMO. 

I’d personally advise gymnasts to aim for a block like Simone’s to avoid elbow hyperextension but both are obviously great blocks that worked for their respective gymnasts.

On the event, Maroney is two time World champion and an Olympic silver medalist while Biles is an Olympic champion and three time World medalist.

The American gymnasts competed against each other at 2013 World championships.
